MD of Bonnyville approves permit for waste collection business near Town of Bonnyville

During the June 25 MD of Bonnyville council meeting, Wild Rose Disposal was approved for a development permit application for minor rural industrial use for a non-hazardous waste collection business 650 feet east of the Town of Bonnyville.

BONNYVILLE - During the June 25 MD of Bonnyville council meeting, Wild Rose Disposal was approved for a development permit application for minor rural industrial use for a non-hazardous waste collection business 650 feet east of the Town of Bonnyville on Hwy 659, south of the Barrier Lake multi-lot subdivision. 

Administration stated that “[Wild Rose Disposal is] in the process of selling the business and require the permit to be in conformance with the Land Use bylaw.” 

The motion was approved, though not without some concern from Coun. Dana Swigart.  

The photo provided for the meeting was a satellite image of the establishment. Swigart said the photo suggested the place may not be so tidy, however it was difficult to tell by satellite image alone. He was concerned that there was no response from adjacent landowners.  

“Guess I’m just a bit surprised that everyone's okay with it. I don't know, it looks like the image you've got there just looks kind of not all that tidy... but if no one's complaining about it I guess there’s not much we can do about it,” said Swigart. 

Letters were sent out to adjacent landowners to ask them to voice their thoughts, concerns, or approval of the intended permit application, but no letters or other forms of communication were received back, and no one attended the council meeting to voice their opinions on the project.  

According to information from the MD of Bonnyville, “Adjacent landowner letters were sent out on May 28, 2024, and to the Town of Bonnyville on May 29, 2024. We have not received any concerns from neighbours and the Town of Bonnyville is okay with this development.” 

Wild Rose Disposal pledged their dedication to the site remaining tidy with minimal dust and noise disturbances.  

Esther Quiambao, the MD of Bonnyville’s general manager of Planning & Community Services, explained that physical letters are mailed out to adjacent landowners, and public hearings are held to allow residents to voice concerns. 

Feedback can be sent in by various methods including mail, email, telephone, or in person. Quiambao says offering feedback is made accessible to the public. 

Conditions of the application’s approval included assuring lighting has no adverse effects, compliance with safety bylaws and provincial and federal regulations, and new permit applications are made upon expansion.  

Conditions also state “This permit may be revoked at any time if in the opinion of the Development Authority, the use is or has become non-compliant, detrimental, or a nuisance to the character and amenities of the neighborhood,” according to the MD of Bonnyville.
