County of St. Paul rezones parcel of land near Elk Point

ST. PAUL – On June 25, following a public hearing held during the regular Public Works monthly meeting, County of St. Paul passed the third and final reading to rezone a parcel of land near the Town of Elk Point to an Industrial/Commerical (IC) District. 

The lot, zoned as Agriculture (A), is at the intersection of Hwy 41 and Hwy 646. The property owner hopes to expand an existing retail store and gas station located at the property, however, expansion was not be possible under the previous zoning. 

The parcel of land and other surrounding land and properties were previously zoned as Urban Expansion (UX) until 2013, when the County amended the land use bylaw (LUB), reverting the area back to agricultural zoning. 

This made the retail store and gas station a non-conforming use under the current bylaw. While the business was allowed to continue to operate, for an expansion to move through, the area had to be rezoned to an IC district. 

Council approved the first reading during the Public Works meeting on April 28. 

During the public hearing on June 25, no one voiced opposition to the rezoning, with the Town of Elk Point providing a letter of support. 

Ken Gwozdz, CAO of the Town of Elk Point, indicated in the letter that the rezoning aligns with the Intermunicipal South Buffalo Trail Draft Area Structure Plan (ASP). 

This draft ASP is being developed by Elk Point and the County to help guide “future growth and development of lands located at the southern gateway to Elk Point,” according to information from the Town of Elk Point. 

Coun. Maxine Fodness motioned to pass the second reading. The motion was carried. 

Coun. Darrell Younghans motioned to give the third reading. The motion was carried.
