Town of Bonnyville updates bylaw to manage vacant or derelict properties

BONNYVILLE – An update on the Community Standards Bylaw was given first reading during the Town of Bonnyville's March 25 council meeting.  

The purpose of the update was to help manage vacant or derelict properties, and included a demolition grant to incentivize property owners to demolish derelict properties. 

The Community Standards Bylaw states that its purpose is to promote property maintenance and ensure upkeep. The bylaw establishes minimum standards, and maintenance requirements, as well as supports remediation efforts. 

The bylaw, as well as the updates, aim to promote “safe and enjoyable use of property” on behalf of all citizens, according to the municipality. 

Administration explained during the council meeting, that the presented draft updates to the Community Standards Bylaw included a more focused approach to nuisance factors of vacant or derelict properties, and the updates will allow greater flexibility to manage issues that arise. 

The updates include an increased ability to secure structures in the case of absentee landlords, definition clarification for unsightly, vacant, and derelict properties, increased penalties and fines, and the use of specific language regarding camping in town and light pollution.  

Upon some concern raised by Coun. Phil Kushnir on the time frame of the updates being fully passed as the summer season approaches, Coun. Blanchette verified with administration that this bylaw will be returned for further readings at the next regular council meeting, scheduled for April 8. 

Administration wanted to offer councillors a chance to see the updated bylaw, do first reading, and consider the changes before proceeding to further readings.
