City of Cold Lake council addresses Pelican Rock Subdivision sanitary sewer issues

COLD LAKE - At the July 9 regular City of Cold Lake council meeting, the discussion centered around a memorandum of understanding (MOU) between the City and Innovation Living Group Inc. to address outstanding issues regarding sanitary sewer infrastructure requirements related to the Pelican Rock subdivision.  

The MOU includes an agreement to re-route the sanitary sewer main through a specific lot (Lot 2, Block 3, Plan 082 3801) to connect with the City’s existing sanitary main on the east of the property, according to the council agenda.  

Azam Khan, general manager of infrastructure services at the City of Cold Lake, provided context on the subdivision's history and the need for the MOU. "The council is aware that the subdivision was just completed in 2013, and there are some administrative issues down there to the development agreement. Currently, we have kind of resolved that by providing a local improvement," he stated. 

The proposed project, as outlined in the agenda, involves significant infrastructure work. "The project will cost approximately $360,000. With interest, it will go to about $450,000 and a 10-year local improvement recovery. The letters have been issued as per the MGA requirement. The landowners have agreed to that levy. And as a process, we are presenting this by-law for Council's consideration for first reading," Khan added. 

The installation costs will be covered by the City of Cold Lake’s 2024 Innovative Living Group – Sanitary Sewer Deficiency Local Improvement Charge Fund, with updates on actual costs to be provided once the project is completed, according to the city’s agenda.  

Administration informed council that to implement the sanitary sewer construction and cost recovery through a local improvement plan, a bylaw is needed as per the requirement of the MGA. Administration recommended that Council provide first reading to Bylaw No. 836-UT-24, being a Local Improvement Bylaw for the installation of Sanitary Sewer Main at Pelican Rock Development. 

The MOU outlines that a temporary turning bulb (Cul-De-Sac) will be installed at the end of the paved way at Pelican Close Road. Additionally, a utility right of way will be established to provide legal access to the proposed sewer line, creating opportunities for future service connections within the subdivision. 

Coun. Bill Parker made the motion for the first reading of the bylaw, which was unanimously approved by the council.
